No, you couldn't. Bush allowed Congress to spend too much. No doubt about that. But he didn't uproot the fundamentals of America's greatness. For example, he was heavily criticized for GITMO, but that was NOTHING compared to FDR's actions WRT Japanese Americans. Bush, if anything, asserted our sovereignty, which Clinton had previously ceded.

After all, the second great depression would have happened on his watch.

Yeah, we know. Bush is responsible for the 2,000,000 jobs lost after Obama took office. We got that.
