No, you couldn't. Bush allowed Congress to spend too much. No doubt about that. But he didn't uproot the fundamentals of America's greatness. For example, he was heavily criticized for GITMO, but that was NOTHING compared to FDR's actions WRT Japanese Americans. Bush, if anything, asserted our sovereignty, which Clinton had previously ceded.

You're myopic whenever it comes to Bush. He started two wars and allowed Congress to pork away while cutting tax revenues. If ever there was a formula for stupidity that was one. He invaded a country, ignoring its sovereignty completely when it wasn't necessary to invade it at all. He expanded the powers of the executive branch while diminishing the powers of the other two branches......and the GOP congress allowed him to do it. He also fukked with our Constitution, wiretapping where he shouldn't be wiretapping. He violated the Geneva Convention of which the US is a signatory. Finally, and most importantly, he turned his back on one of our most important cities because it wasn't politically expedient for him to do otherwise.

Bush was one of the worst presidents this country has experienced and the sooner you accept that FACT, the better off you and this thread will be.
