I disagree. The numbers may be large enough to give you data but the numbers are not large enough to change the market, which is dominated by employer-provided insurance. So the data you get doesn't show the effect that it would show were there hundreds of millions of folks buying their own insurance. 20 million can't compete in market influence. They are stepchildren in this market.
