Wrong, while Sweden did not fight they were heavily involved in the war. They were taking goods from other countries which would not trade with Germany and sending them to Germany. As a result Great Britain blockaded them. The blockade was so successful that some citizens starved to death. Sweden also enjoyed the post war boom and would have suffered as badly except they had lower tax's. Reducing tax's further and increasing spending had immediate results. Something Hoover tried to do but he failed to stick with it.

Germany came out due to the Hitler 'Stimulus' (ramping up military production) and Sweden because it had not been involved in the war.
