some of the software is used to anticipate what changes in conditions induce other alogorithms to kick in with buys or sells. i think that's what they mean by manipulation.

Fake volume generates deceptive or false demand for stocks. Other than the almighty buck there is no justification for this exploitation. A child could see through these tactics.
