To be very frank, I do not quite understand the late trades and the discrepancy between what my broker's MM quotes and the best quotes across all MM's.

Thus, you may be right. But, this is not the first time I have seen CTYS rise after hours. Even in those cases, it could be entries at the end.

However, the high of the day was 2 5/8. Why would someone buy at 2 3/4 during the day when the price stayed substantially below 2 5/8?

I am inclined to believe that these are late trades. Are these trades among MM's? I do not know. But, how could MM's enter a very high price compared to the close? It seems that when some investors saw the price drop, they placed market orders which got filled at 2 3/4 because there were "no sellers". There are only 9000 shares traded this way until 4:41 that I can see on Quote.com. I would not count these unless there were a lot more trades after this time that Quote.com does not display.

Again, CTYS had always dashed false hopes of rising after its fall from $36.
