That's exactly what I'm planning to do. The plan is to give them a class (which is an elective, so they can still graduate if they fail it)- which is large, has a lot of reading outside class, and which is graded based on a few long intensive tests, and papers.

I think a lot of kids need a break from the classroom. Personally I loved my summer vacations--they were for dreaming, working, beaching, dating, staying with extended family members, they taught me more about life.

Additionally, there's a lot of kids who just barely tolerate school and the summer gives them a chance to come up for air.
Take that away and they may drop out altogether.
