This is crap insurance that you get in California if you have no money. [Medi-Cal] This crap insurance covers > 6 million people with a budget of 37 Billion. 50-60 percent of this crap insurance [paid claims] gets reimbursed to the state by the feds. Data is old but you get the picture. $6166 per person is budgeted and $3500 per person is paid in claims. This is about as profitable as the private insurance co. 20-34 cents of every dollar.
