I might agree if the kids change classes. In other words if all the kids in a teachers class perform poorly on the standardized test in that subject, but do the norm in other classes.

In other words use the data relatively.

How is that history teacher evaluated? By what method?

Why do you think it's easy to improve kids who have poor basic skills? I understand what you are saying about the statistical improvement really shows up when these kids do improve, but sometimes low hanging fruit is also damaged fruit no?
