People get laid off because of the economic downturn, but do they get judged by it? In other words does your performance report ignore the fact that the economy went South?

The fact that the economy went south is very likely going to impact your performance report. That performance report would be used for deciding bonuses, potential raises, and ultimately whether a person would be let go. There are any number of CEO's that have lost their jobs and I am sure that at least some of them did a decent enough job but were victims of the economy. Of course, the converse is true as well....many CEO's looked like geniuses when the economy was doing well, through no real talent of their own.

Just to throw in another example of external factors impacting people's performance. The weather plays a big role in sales patterns. A long hot summer in Chicago is going to show up in great sales reports for anybody in the ice cream business while a snowy December can hurt retailers across the board. I am sure those sales results would play a role in any number of people's reviews.

Honestly, the examples are endless. In some ways, teachers may actually be more insulated from external factors than most jobs....
