If that is the way it is in the private sector I'll take your word for it, but I still don't want that standard applied to Teachers in the public sector. (The standard seems unfair to me. You are saying people lose their jobs because their best efforts are not deemed satisfactory because of factors beyond their control. I am saying it is OK for them to lose their jobs despite their best efforts if it is due to economic reasons, but they should not be held accountable for their "failure" due to outside circumstances. In other words you get a good performance report in terms of your abilities after which you get fired due to the economy.)

Without a union Teachers are vulnerable to bias, prejudice, politics and parental interference all the way down the line all of which has nothing to do with their ability to manage a class and teach. And that in my opinion should be the primary way a teacher is evaluated.

As to performance data, I stand by what I said about it being an unfair tool if used in underperforming schools without some corollary to allow for that.
