911 in my area goes to a location where they know all that; in some areas they have a layout of the home or building for assistance in the event of a fire.

You're acting like it's 1909.

The tip from a neighbor should have triggered a search for information on that home.

In some areas, an owner may have contacted the police or some neighbors to say he's going out of the country. Maybe a gardner or someone picked up the free newspapers even if Gates had stopped the paid circulation ones.

Law enforcement could have verified when he left the country and that he had just returned. That's what the USA PATRIOT Act is for. <g>

If the officer couldn't tell from a picture ID or otherwise (including that there was no forced entry into the back of the home), he could have called for assistance and asked a neighbor who he was.

A man got arrested in his own home because someone reported that he might be breaking into his own home while carrying the carry-on bag or duffel bag that he took on the trip.

If the arrest was proper, why wasn't the driver arrested as an accomplice?
