True enough--except the baiting part.

We're all shaped by our experiences and if one has had "bad" experiences with police, or knows of associates who have had bad experiences that shapes ones views.

But police, prison guards, "snap" all the time, and when this happens usually bad things happen--all the way up to people being killed.

One legal safety valve, IMHO, in this process is the tool of letting the police write one up an offender for "Disorderly" and effect an arrest. It doesn't always defuse the situation, but it at least removes one of the sources of "heat' from that situation and it probably is a safety valve for the PO.
