Something is wrong with the numbers. If they have only used $98 Million so far, there is/was supposed to be ONE BILLION or so for refunds (or whatever they're calling them....)

1,000 Million = 1 Billion....

Chances are at least someone sensible is looking at why they are wanting to waste so much money (ONE Billion is chump change compared to everything else the Dems are doing...)
