I think the graph is bullshit.

The parties were not that far apart in the 90s. The Contract With America proved that.

The real differences between the parties came in November 2000 when the Democrats tried to steal the presidential election and were furious that they failed to do so.

While some would argue the Ds have always put politics ahead of the country, there is no doubt whatsoever that since Nov 2000 the Ds have been focused on acquisition of power more than they have on doing the right things for the country.
