In any pooled resource environment, where everyone draws at will from the commons, eventually use exceeds available resources. .... I can't imagine it being otherwise, human nature being what it is.

As one example... I will avoid going to the doctor at almost all cost. I avoid hospitals like the plaugue. They could pay me to go and I would still avoid being around all those sick people.

Demand doesn't always follow supply.
