Dealers around here run "Cash for Clunkers" programs all the time.

"Tow it in, drag it in, just get it here and we'll give you $2500 towards a new (whatever)"!

With all of the steep rebates of $3000 to $5,000 I don't understand why this rebate hit the public as it did.

You get it plus the mfg rebate. $8K to $9K off a ~$20K vehicle is a pretty compelling deal.
