and there you have the crux of the matter. The gov't says it's so and thus it is so.

As I pointed out to some on another board a while ago, it comes down to:

1. Do you have 100% trust in Hawaii's well documented corrupt government?
2. Does it really matter?

Again with "the legal point of view," so who cares about that, how come you're stuck on the legalities, there are other more relevant components to this issue...
