Well, if Canada is FORCING prices down, then how come they get to buy such an ABUNDANCE of drugs?

once a drug is developed for one market it can be made available for other markets

It seems if this were such a "hardship" for the drug companies they'd only agree to sell to Canadian Government agencies.

Once they sell it to anyone, including the government agencies, it can always be resold. And while the Canadian government intervenes to lower prices, they don't totally socialize every part of the drug market in Canada, so you can't serve the Canadian market by only serving the government agencies. If they refuse to sell to Canada (or refuse to sell at lower than American prices), they just lose their market. Maybe Canada doesn't get the drugs, but more likely if the American companies don't cave after a face off on the issue the Canadian government pushes force licensing and the Canadian drug companies produce the drugs.
