First use of czar here in the States was "drug czar" in 1982.

The 'drug czar' title was first published in a 1982 news story quoting Joe Biden by United Press International which reported that “Senators... voted 62-34 to establish a ‘drug czar’ who would have overall responsibility for U.S. drug policy.”[2]

Commissars would be a better term. Most voters couldn't discern the difference, though.
