As for "the bush administration kept threatening Russia for no reason", you also said Bush loved PUTIN, remember, he looked into his soul? and accused Bush of neglecting the Russian and Chinese threats. Which is it? Did Bush get fooled by Putin and neglect the threat Russia poses or did he bellicosely threaten them for no reason? Do your opinions have to be consistent or do you just throw out anti-Bush theme you think of with no regard for prior statements?
