Ah, you're a states rights guy now.

Why didn't the Republican Congress pass tort reform?

Wish they had. They might still be in power if they'd governed as conservatives and not Democrat Lite.

Tort reform can and should be handled at the state level.


Insurance at the Federal level is OK - but sue them at the local level. That makes no sense - it's inconsistent. States are not involved in this debate.
