The "shallow fiber" sequence is puzzling me. Its a continuous cut, top filled with a tar-like substance, and it does not appear that the pavement on either side has been removed.

Is it possible to cut a thin trench and place a cable directly into the asphalt? I'd been wondering if this approach was feasible and seeing this continous groove labeled fiber, gets me wondering even more.

This said, the 2" Con label sounds a lot like 2" Conduit... but that obviously wouldn't fit in a 1/2" groove. Any thoughts on what might be going on here?
