Gradually introduce Medicare, such that folk become eligible at 60, then a few years later at 55, and so on, until everyone has Medicare.

A lot of good stuff can be done incrementally, without the insane circus spotlight we have distorting the whole process now. For example, create co-ops for the uninsured then gradually strengthen them over time. Leave an option for them to be converted to a true public option plan later.

As you noted, once this comes out of conference, a straight up or down vote gets a lot easier without various members balking on the details.

I'd love to see Obama start saying that healthcare reform will be a constant process in his presidency, and he won't stop until he gets the best care he can for everyone.
