That is very impressive, Koan, and hats off to you to pulling that together for the State of Alaska. Having said that, and while not disagreeing with your premise that it is better to get it right the first time--we don't have the same situation here. This is plan, such as it is, that is being designed by several committees. As a result it is going to be mishapen and inefficient (probably). I think the hope is that we tweak it as we go along. The downside being that it could be non-functional because of all the competing points of view that went into it.
