Both sides of this little sub section of the debate seem to be acting as if different people on the same side can't have different motives. (and its not even just "different people", the same person can have multiple motivations)

Some of them probably are purely looking out for their own selfish interest in very direct and corrupt ways. They want power, or money or whatever and see the reform plans as a way to get them.

Others are affected by their own interests, possibly without realizing it. Each little step is influenced in subtle ways by their public choice interests possibly without the person even realizing what's happening.

Others support the idea for ideological, or pragmatic reasons (with the line between the two being much more blurred than many people think since what you think is a pragmatic good is influenced by ideological ideas, and ideological ideas are influenced by ideas about what is pragmatically good)
