Tim, what happens when they get into those crashes?

They come into the ER. At that point there are interventions that can reduce their recidivism.

It couldn't have more to do with a health care system, especially if those opportunities to intervene are neglected because of a lack of support for public health care initiatives. That is currently the case with private health insurance.
