Gib the majority is defined as slightly above 50% of population. I a Gaussian even distribution 50% are above average and 50% below average. Now take the Gaussian curve and average the 50% below average and you will receive a much smaller number as to those above 50% average - add to it 1% of people that are slightly above average and BINGO the 51% you chose are well below average - those are the tricky issues in Gaussian averaging and Democracy by free vote
