One more question regarding shorting, please......

I understand that market makers can naked short a
non-marginable stock "to maintain an orderly market",
but how can they hold the position indefinitely - without
either a 3-day settlement or borrowing shares ?
(Or do they "borrow" shares, and if so, from whom?)
Also, are all such shorted shares reported monthly,
or are there ways to disguise the fact ?
