Here's my opinion: Government employees don't get union benefits. They are allowed to join a toothless union if they do not supervise anybody. The union can mediate in disputes.

The problem is too many government employees, not overly generous benefits. A new administration comes in with a new agenda, and the agencies staff up to meet that agenda. Then they have to deal with the excess bodies instead of playing lean and mean like they should.

The reward system rewards supervisory span of control; therefore, it's beneficial to one's resume to staff up. It's not beneficial to your resume to run lean and mean, and do the work yourself.
