Many Republicans have said ruefully that they thought they had negotiated a good compromise bill with Ted Kennedy, then found out later the bill was tipped more his way than theirs. Not because he broke his word (he generally kept it) but because he was good, and his staff was the best in the Senate.

You are absolutely right.

One of my primary criticisms of Bush was his willingness to try and cooperate with people who didn't want cooperation, but concession and a free hand.

No Child Left Behind is a perfect example.
