What's finally revealed is that doctors in McAllen are heavily invested in medical technology and imaging and surgery centers. They order lots of tests and procedures because they directly profit from them. They think of what they do as a business. When strict limits on lawsuits were placed, it was not necessary for doctors to do this anymore. Lawsuits were no longer the shoe pincher. It was the doctors and that can be easily controlled. It is not an issue of bipartisanship. It is about doing things that make sense.
