I think I failed to state my point. The Govt. shuts it down. Not you and I. Just like the FDA does. That is the problem with our system. We have the military (a federal function) to take care of us from external threats, we have the FDA to ensure drugs are produced safely but we do not have any agency to ensure that our health care is delivered safely. When they messed up my fathers health, the NIH inspector went and investigated and found several lapses in medical practices. And the inspector said that they could shut down the hospital only if we sued and won. All they did was impose a fine of 50,000, the maximum they could due under the law.
