Of course, we did that in California with mixed results. One of the problems we're having is that the people in Sacramento don't know what they're doing because they don't have any experience. And now everything in the state has been screwed up by a bunch of amateurs.

You'd have to call a constitutional convention to get that one through. No way the Congresscritters would initiate the process.

In general, I disfavor tinkering with the Constitution. If one side were to propose an amendment, it would be an invitation to the other side to do so as well.
