No, that's not how it's going to work. First, illegals will not be covered. Period.

Second, everyone below a certain income level will get a tax credit to enable them to buy insurance. If they don't use it to buy insurance, they will be fined. That will prevent them, hopefully, from taking the money and blowing it on crack.

Makes sense to me.
