Short answer: No 100% Brazilian co. has nearly the capacity to handle such a large order. That is why the phrase "increased national content" is a part of the announcement. The Brazilians are fully aware of their limitations. They know that trying to go it alone would result in a disaster.

There are Singaporean, South Korean and American shipyards that can handle such an order on their own. Whichever one gets the order will have to build the equipment in Brazil with Brazilian partners.

Transocean already has rigs drilling in Brazil.

I expect it would be substantially more efficient to hire a drilling contractor such as Transocean to do the work, but this is a highly political thing whose goal is to employ as many Brazilians [and line as many politicos' pockets] as possible. The strategy is probably not a good one; time will tell.

If the initiative doesn't work, the Brazilians will have to rely on contract drillers, who will have them over the proverbial barrel. I think relying on a sole supplier is probably not a good idea.

I certainly wouldn't rush into buying shares in any Brazilian co. listed in elmat's post. The politics [bribes] probably have not been sorted out.

Asian yards miss out on Petrobras drillship contracts

Rio De Janeiro: Asian shipyards are to lose out on a lucrative offshore opportunity in light of the news that that Brazilian oil company Petrobras is to hand out around $9.8bn in chartering costs to offshore operators for expensive drillships - but only if they are built in Brazil.

After Petrobras executives visited various South Korean yards in April of this year it was thought highly likely that the state-controlled oil giant would give the green light for charterers to build the vessels in South Korean yards, such as Daewoo Shipbuilding and Marine Engineering.

But today, Sergio Gabrielli, the President of transpetro has decalred that the tender process for 28 drillships - which cost around USD$300M apience - will go out within days and it will include the proviso that they are constructed in Brazil.

Gabrielli said in Rio de Janeiro: “We are looking at various alternatives that include us contracting the yards to build the vessels or handing out long-term charter agreements to the operators to then negotiate with the yards to build. But whichever alternative we choose it will involve the vessels being built in Brazil.”

This announcement seems to have killed off speculation that some of these sophisticated and very expensive vessels might be buit in Korean or Chinese shipyards, as has been mooted in the international maritime media.

Petrobras itself has throughout this year been saying only that the 28 drillships will “largely be built in Brazil” leaving the opportunity for hope among South Korean and other Asian yards.

The Petrobras initiative will lead to contracts – for the newbuildings - worth around $9.8bn, with each drill ship costing around $350m. [11/09/09]

HOUSTON -- Petrobras has signed a $500-million frame agreement with Cameron. Under the agreement, Cameron will provide 138 subsea trees for projects offshore Brazil. Installation will be supported by 18 sets of running tools. Initial delivery is scheduled to begin in 2011, and will continue for four years.

As a part of the agreement, Cameron has received a purchase order contract for the first 111 subsea trees. Deliveries are due to begin in 1Q 2011 and continue until 1Q 2014.
