Pure nonsense.

There have been at least three major so called campaign reform provisions passed by Congress in my lifetime and each one has just made it easier for incumbents to raise more money, which of course is exactly what they want.

If you want to solve the problem, make it illegal for lobbyists and elected officials to meet privately. Simply require that all meetings be open to the public, or recorded and placed on the internet within 24 hours. Any correspondence should likewise be posted to the internet.
Imagine what that would be like. On health care, for example, we would know which K street lobbyists really wrote the health care bill. What deals were made with pharma and other health care industry lobbyists in secret meeting at the white house. We really could keep them honest.

That is a solution. To take away the free speech rights of Americans because the criminal class in congress lacks integrity is a perversion of justice.
