What motivates that behavior has been my primary question for about 40 years since I first noticed it in college?

Gregory Bateson and Margaret Mead puzzled over it as well based on what they saw in New Guiena. I read An Ecology of Mind by Bateson years ago, but got little out of it.

I am reading the works of Will Durant now (the story of civilzation) and I think he understands human behavior maybe better than anyone I have ever read.

In a nutshell, the human psyche seems to be very plastic. How is it that we use to engage in pervasive cannabilism, slavery and yet today abhor those things?

And how can anyone be a racist with todays nowledge? You have to be functioning at the level of a cat or dog to be a racist today.

Or how is it both Jefferson and Washington kept slaves. Jefferson agonized over it, but not Washington. Not a bit.
