Agree, to an extent. But "off-shoring" is just an international form of what already occurs WITHIN a country from industrialized to non-industrialized regions.

But I will also tell you that some of the agricultural regions don't want technology and factories in their area because it increases labor prices for the local farmers (who depend on cheap and uneducated labor).

And in an adjacent town, we recently had a call center for a major technology company that suddenly announced it was closing down. It represented 1% of the total employment for the town (not terrible, but still serve) and all the local officials could say is that it provided them an excellent opportunity to recruit new businesses to the region.

My question was why it required the closing of this facility to give them this "opportunity"?

But that aside, where government can play a role is to enter into corporate-college programs to provide the necessary education and training that corporations require for their workforce. If we don't invest in the potential of our people, then we're destined to fulfill the vision of Idiocracy (gotta see that movie folks)..
