Well, gee i-node. You are the one claiming to know the details of the bill. Why don't you expound on why you think they would be eligible?

There isn't any section on enforcement. So noting to point to. I can't find it either. Like having no cops to catch speeders.

It DOESN'T, dumbass. That's the problem The legislation doesn't provide for any enforcement mechanism.

It isn't a question of eligibility. You can say they aren't eligible all day long but if you don't have some kind of enforcement mechanism, there is nothing there to prevent these people from receiving treatment. That's the problem.
