Sure there is. It isn't a single payer system, you still have to have insurance. So, how does an illegal get said insurance? They aren't eligible for Medicaid, although they can get treatment under certain narrow conditions.

This seems to be a pretty formidable barrier. Now, this isn't to say that some might be able to get it fraudulently. But that always has been the case.

Except that, they have to provide and insurer, which would mean they PAID for the treatment they were recieving.
