Blackie, it's just greenwash. Chinese politicians are gleefully adopting the same obfuscating doubletalk that our own politicians use on the climate change issue. Hu Jintao said China would:

curb its carbon emissions per unit of Gross Domestic Product, a measure also known as carbon intensity, by a "notable margin" by 2020 from the 2005 level.

This is just a fancy way of stating the obvious, that China's economy will become more energy-efficient over time. Meanwhile, they'll keep ramping up their coal consumption and resulting emissions of CO2, soot, mercury, etc.
