You are correct. There are a relatively small number of problems with the current system. Addressing them does not require ObamaCare. It did not require HillaryCare.

Democrats did not learn the lesson of 1994. The threat of ObamaCare is highly likely to propel Republicans into control of Congress in 2010.

Tort reform can be done on a state level for state suits. National class actions requires national tort reform. A national law requiring states to allow interstate sales of insurance policies would solve most of the problems.
