Other than in your paranoid mind, we're never HAD any such treaty, understanding or policy. Ever.

Israel has been attacked many times. We sent no troops. We provided no air support. We may have given them some intel, but that's the extent of it.

In the Lebanese invasion, Bush and Condi jetted over cluster bombs for them to kill Lebanese with, and was roundly criticized for it.
