There was a line in the Sopranos that sort of related to this (Merkans inability to deal with catastrophes that the rest of the world almost takes for granted). Tony had been cavorting with the one-legged Russian gang mol. He complained about one gang related bit of treachery or another...she tells him in a thick Russian accent: "You Americans....you think things will always go right and are surprised when they turn out badly. In the rest of the world, people expect things will turn out badly.....and are surprised if they turn out well!"

Lot of truth in that.
