It looked as though the edge of the road was by a bit of a bank there and your fibre would need a bit of strengthening and protection. Couldn't you just go a bit deeper and avoid the need for strengthening with mortar and plastic? I suppose you know such simple tricks and it's no good for some reason.

Are you running the HDPE tubing for the entire route, or just certain sections? On the recent fiber optic installation here they used tubing all the way, and ran two cables thru it so they can just switch over if one has a problem.
