It is a lose/lose situation from either point of view.

OTOH, the little guy will spend it, which is helpful. But I don't see how it makes a whole lot of difference either way so I'm still struggling to relate to those who get all exercised over it. I assume it's an emotional reaction because I can't see much of any actual consequence.
