I would expect that ordinary Hong Kongers have the most experience with real estate bubbles, becuase they have had more cycles in living memory. Other places with lots of experience would be Dallas and Houston, which ride oil up and down, the Emirates you mentioned, and Florida, which goes in and out of fashion, and gets hit by Hurricanes.

Places where real estate moves very slow can really hurt many more people when they have a bubble, because many people think the bubble is "solid"

Silicon Valley and most of California only have a moderate number of cycles, which take around 14-28 years.
