That is an utterly ridiculous claim that requires one to take Kruschev's "excuse" literally.

It happened for one reason only (and it happens to be the same reason the Berlin crisis occurred): Because JFK was perceived to be weak in Vienna (and looked every weaker after the Bay of Pigs).

If his weakness was NOT the cause, JFK's show of strength later on would not have reversed the situation.

You sound as uninformed as Koan.
