The market for USD: Singapore oil company need to buy oil from Brunei. It goes to CB, give them Sing dollar.

CB buy USD from the US which is the country that prints it.

CB credit the USD in oil company account. Oil company account transfer that amount to Brunei oil producer.

Oil company gives USD to Brunei CB. Brunei CB prints BND (Brunei Doillar) and credit to oil company account.

The more expensive the oil, the more USD must be purchased to buy oil.
